allow-reinstalls is a very simple solution that allows you to update plugins or themes which are already installed.
It was developed to allow new versions of the Multi rate weight/country shipping for WooCommerce to be mailed to customers for installation on their systems with the minimum of bother.
It was also developed to allow a theme under active development to be changed in the local machine, zipped up and deployed to the server using standard WordPress updates.
We could have delivered new versions using fancy solutions involving automatic updates from other servers or GitHub; but this could have required a lot more code to be installed on the target server.
